Add Sports <strong>Lighting</strong> to 6 Full Fields of 315' X 225', add lighting to one small<br />
sized field; and add lighting to areas currently outside of playing surface areas.<br />
<strong>Lighting</strong> with LED lights, set on 14 new poles buried to safety specifications,<br />
mounted to safety specifications, within EPA wind rating guidelines. Total<br />
lighted surface area will be approximately 13 acres. This adds to a facility<br />
currently used by approximately 2,000 young athletes, approximately 350 days<br />
per calendar year. This will enhance the usage from September 1 through March<br />
30 of each calendar year. This increases activity during a 7-month period by<br />
70%, impacting a youth sports experience of over 1,100 youth weekly.<br />

West Bank Sports Complex currently resides nearly due west of the Gathering Place on the<br />
West of the Arkansas River. It is a year-round destination for frisbee, soccer, other<br />
outdoor field sports enthusiasts, cyclists, fishermen, golfers, and other outdoor recreational<br />
activities. West Bank’s weeknight attendance is 700 athletes, 1500 visitors PER NIGHT<br />
(including parents & staff). Total visitors per week is approximately 9,000 per week. The<br />
facility operates 48 weeks per calendar year for nearly 500,000 visitors per year<br />

WSA Soccer is a 501C3 Non Profit, founded in 1992, serving over 2,000<br />
athletes in the state of Oklahoma. WSA Soccer and Tulsa Ultimate Federation<br />
partnered in 2010 as Tulsa Field Sports Alliance (TFSA), aligning with other<br />
sports user groups relying on “outdoor field space” for “participation”.<br />
In 2012 Tulsa’s River Parks Authority awarded an RFP to TFSA with WSA as<br />
the managing operator of West Bank Sports Complex. Since 2012 WSA<br />
Soccer has managed the nearly 40 acres at the West Bank Sports Complex,<br />
overseeing all operations, maintenance, repairs, insurance, and scheduling. The<br />
facility, once dormant between 2009-2012, has become a destination of vitality<br />
and life since TFSA and WSA began managing the facility in 2012.<br />

WSA Soccer also currently manages and maintains 300 acres of field space across<br />
Oklahoma. The non profit continues to fulfill it’s 3-pronged mission: SERVE, CHALLENGE,<br />
TRANSFORM by bringing to life areas that can be used for team sports and play.

WSA Soccer has a 10+ year history of bill payment for all utilities at the West<br />
Bank Sports Complex including PSO, City of Tulsa, insurance, vendors, and all<br />
contractors contracted.<br />
WSA Soccer has budgeted the expense of the ongoing utility bill, the ongoing<br />
maintenance for bulb replacement, and the ongoing repairs required from time<br />
to time in the club’s operating budget.<br />
M A G N I F Y I N G T H E I N V E S T M E N T<br />
WSA Soccer commits to magnify the invested funds, by expanding currently<br />
usable field space by 20%.<br />
To expand the usable field space WSA will commit to expanding irrigation to<br />
currently non-irrigated surfaces, to invest in field leveling for currently unplayable<br />
surfaces, and to schedule to coordinate use of the new lit areas accordingly.<br />
WSA commits to achieving this within 6 months of the light installation.<br />

WSA Soccer will provide a project completion report, an update on usage at 6<br />
and 12 month intervals, as well documented photos and/or videos to demonstrate<br />
the project in use at the West Bank Sports Complex.

Field of Dreams is a proposed renovation of the entire West Bank Sports Complex,<br />
reinventing the use of the space and reinvigorating the West Bank of the Arkansas<br />
River to become not only a local destination, but a regional and national tourist<br />
destination. The Field of Dreams master plan will be considered by WSA and TFSA<br />
in all project proposals put forth in the interim of Field of Dream’s groundbreaking.<br />
