P R O J E C T D E S C R I P T I O N 

Add Irrigation to expand coverage on West Bank’s North 20 acres. This would 

span Field #1, #2, #3, #4, #5, #6, #7 Total new irrigated surface area will be 

approximately 228,000 square feet. This creates approximately 5.25 acres of 

new usable and playable area. This is the equivalent of nearly 3 FULL SIZED 

soccer fields, which on a given night can accommodate an additional 600 

participating athletes. This will also cure stickers, soil erosion, as well as 

improve the aesthetics of the park visited by 1,100 youth on a weekly basis.

The cost of the project will fluctuate based on chosen materials, cost of 

transformer and power supply required, as well as designed constructs to fit within 

the Field of Dreams Master Plan.

West Bank Sports Complex currently resides nearly due west of the Gathering Place on the 

West of the Arkansas River. It is a year-round destination for frisbee, soccer, other 

outdoor field sports enthusiasts, cyclists, fishermen, golfers, and other outdoor recreational 

activities. West Bank’s weeknight attendance is 700 athletes, 1500 visitors PER NIGHT 

(including parents & staff). Total visitors per week is approximately 9,000 per week. The 

facility operates 48 weeks per calendar year for nearly 500,000 visitors per year

West Bank Sports Complex currently possesses the equivalent of 10 full sized, and 

one small-sized soccer/football/lacrosse field. This is the equivalent of 21 Ultimate 

Frisbee Fields.

WSA Soccer is a 501C3 Non Profit, founded in 1992, serving over 2,000 

athletes in the state of Oklahoma. WSA Soccer and Tulsa Ultimate Federation 

partnered in 2010 as Tulsa Field Sports Alliance (TFSA), aligning with other 

sports user groups relying on “outdoor field space” for “participation”. 

In 2012 Tulsa’s River Parks Authority awarded an RFP to TFSA with WSA as 

the managing operator of West Bank Sports Complex. Since 2012 WSA 

Soccer has managed the nearly 40 acres at the West Bank Sports Complex, 

overseeing all operations, maintenance, repairs, insurance, and scheduling. The 

facility, once dormant between 2009-2012, has become a destination of vitality 

and life since TFSA and WSA began managing the facility in 2012.

Install wall to wall irrigation on 5 fields 

Repair all antiquated plumbing, restrooms, electrical wires 

Restore parking lot, resurface, re-paint 

Restore Field Surfaces with over 5,000 tons of dirt leveled 

Install internet 

Refurbish 1,800 square foot clubhouse & deck 

Install new A/C unit 

Refurbish all restrooms, concessions, storage units 

Repair and Replace Old Light Bulbs 

Planted 30 new trees, removed dead trees 

Added 30 new soccer goals

WSA Soccer also currently manages and maintains 300 acres of field space across 

Oklahoma. The non profit continues to fulfill it’s 3-pronged mission: SERVE, CHALLENGE, 

TRANSFORM by bringing to life areas that can be used for team sports and play.

WSA Soccer has a 10+ year history of bill payment for all utilities at the West 

Bank Sports Complex including PSO, City of Tulsa, insurance, vendors, and all 

contractors contracted. 

WSA Soccer has budgeted the expense of the ongoing utility bill, the ongoing 

City of Tulsa water bill of approximately $10,000 per month during peak usage 

months of March, April, May, June, July, August, and September. 

M A G N I F Y I N G T H E I N V E S T M E N T 

WSA Soccer commits to magnify the invested funds, by expanding currently 

usable field space by 20%. 

To expand the usable field space WSA will commit to a lighting project to light 

the newly irrigated field space.. 

WSA commits to achieving this within 6 months of the irrigation expansion.

WSA Soccer will provide a project completion report, an update on usage at 6 

and 12 month intervals, as well documented photos and/or videos to demonstrate 

the project in use at the West Bank Sports Complex.
